The progressive aging of the population and its long-term effects is one of the most pressing and significant socio-demographic issues for modern Ukraine. The country belongs to countries with a rather high rate of population aging (17th among states in terms of population share in the age of 60 years and older). During 2015-2018, the level of demographic aging gradually increased and as of the beginning of 2019, the share only in the age of 60 and older in Ukraine was 32.1% of the total population, people aged 65 and over 19.4% . According to the national demographic forecast, by 2025 the proportion of people over 60 will be over 25.0%, those aged 65 and over - 18.4%, and by 2030 - over 26.0% and 20, 0% respectively.
WISHING TO PAY PARTICULAR ATTENTION TO THE NATION AGE PROBLEM, THAT MAKES SILENCE AND THAT CAN BE DISASTERED IN A COUNTRY
Measures to improve the well-being of the elderly
- pension should be the main means of financial support for the elderly;
- completion of pension reform - introduction of the second level, accelerated development of the third, stabilization of the solidarity system (increase of the pension system age, elimination of the so-called special pensions, rationalization of the formula of calculation pensions);
- providing paid work;
- limiting the growth of social transfers by economic opportunities, which are not only budgetary but tax and insurance;
- development of non-state forms of social assistance;
- involvement of the elderly in public life (it is necessary to take into account the rapid change of their intellectual potential, interests and level of knowledge);
- development of forms of volunteer work among the elderly, primarily related to supervision and control;
- development of mutual assistance structures;
- the revival of mentoring systems, the relationships of the older generation (especially the lone) with schools, various children's organizations, etc.
- creation of special clubs;
- changing the public perception of the elderly;
- propaganda.
