The main objectives of pharmaceutical policy are:
- Ensuring rational acquisition of necessary medicines in medical institutions;
- Confident rational use of the necessary Decembrists, both in the hospital and on an outpatient basis;
- To make a stable and stable system of reimbursing the costs of outpatient medicines;
- Adapting the assessment of health technology in the EU countries of Canada, to the conditions in Ukraine, make transparent the choice of necessary technologies. This would make it possible to choose more effective and necessary technologies and lіkarska for Ukraine.
The rational procurement of medicines in medical institutions should be based on clear and transparent criteria that must be developed by the medical society itself, which needs to work in this system. All countries have limited financial resources, but this should not be the reason for inaction.
The system of reimbursing the costs of medicines for outpatient treatment should be based on rational and simple principles and should be implemented as computerized as possible.
In order for medicines and other OZ technologies to be rationally selected and introduced into the Ukrainian medical system, it is necessary to use Health Protection technology assessments from other EU countries and adapt them to the conditions of Ukraine.
The therapeutic part of the assessment will not differ significantly either in Ukraine or in the EU, and therefore only the economic part of the assessment should pass in UKRAINE.
It is also important to have a well-developed pricing system for negotiations on medicines and other health care technologies, which could also receive support from the EU or international organizations (education and training of practitioners, basic principles for negotiating).
